Right-handed reliever David Herndon was claimed off waivers Tuesday afternoon by the Toronto Blue Jays. Herndon was the fourth Phillies to be claimed or outrighted off the 40-man roster. He is also the second to be scooped up by the Blue Jays with the other being Tyson Brummett.
